COPE is a compact way to organize four categories of property information: construction, occupancy, protection, and exposure. The acronym is simple; the review work is not. Each category can contain missing, conflicting, or outdated information.
Construction
Construction describes how the building is made and how it may respond to loss. Review structural construction, exterior walls, roof characteristics, year built, stories, and major renovations when available. Classification systems differ, so preserve the underlying evidence instead of relying only on a label.
Occupancy
Occupancy describes how the building is used. It can affect ignition sources, fire load, hours of operation, public access, maintenance, and other risk considerations. Mixed-use properties deserve particular attention because a single broad category may hide materially different activities.
Protection
Protection includes public and private fire-protection context. Depending on the workflow, that may include fire-station response context, hydrants, alarms, sprinklers, and related information. Availability varies, and the presence of a data point should not be confused with confirmation that a system is functional or adequate.
Exposure
Exposure describes what surrounds or affects the building. Nearby structures, vegetation, terrain, adjacent occupancies, access, and natural hazards can all matter. Exposure is often the category most likely to change without appearing in older property records.
Review the source, date, and confidence
Useful COPE data is not just a set of populated fields. Review where each input came from, how recently it was observed, whether multiple sources agree, and whether better submission or inspection evidence is available.
The goal is a reviewable property record, not the appearance of completeness.
Use the SOV template and field dictionary to keep submitted building fields and source notes aligned. The sample report guide shows how to review those fields in report context.
The National Association of Insurance Commissioners’ introduction to general insurance describes COPE as construction, occupancy, protection, and external exposure. The guide above applies those categories as a practical property-file review structure.
